La Rioja Enters the Quantum Technology Race with a Project Led by CIDATUM That Will Benefit Strategic Sectors

The Technology Center, supported by La Rioja Digital, will participate in the development of practical quantum technology applications for strategic sectors as part of an initiative funded by Red.es with 4.6 million euros.
• Quantum technologies harness the way particles behave at the subatomic level to create devices and systems that are far more powerful and precise than current ones, primarily in the fields of sensing, telecommunications, and computing. • 36 use cases are already underway: 27 are being developed in the Basque Autonomous Community (C.A.V.), 2 in Andalusia, 2 in Asturias, 4 in Castile-La Mancha, and 1 in La Rioja • Focused on strategic sectors such as industry, energy, healthcare, telecommunications, finance, ICT, and logistics. They include innovative solutions such as: supply chain optimization, industrial quantum sensors, financial optimization, and global power grid optimization, among others. • It also includes training programs in quantum technologies for professionals and companies.
CIDATUM, the technology center promoted by La Rioja Digital, will develop one of the 36 use cases for quantum technologies being launched in Spain as part of the “APP-TC: Public-Private Partnership in Quantum Technologies for the Country’s Smart Development” project. The project’s goal is to promote the country’s quantum ecosystem and bring this emerging technology closer to business and economic activity. The initiative is being carried out under the framework of an agreement signed in December between a public-private alliance-private partnership represented by the Association of Knowledge and Technology Industries of the Basque Country (GAIA) and Red.es, an entity attached to the Ministry for Digital Transformation and the Civil Service, through the Secretariat of State for Digitalization and Artificial Intelligence.
The project has a budget of 4.6M€ and involves dozens of companies from various sectors. Of the 36 defined use cases, 27 are being developed entirely in the Basque Autonomous Community, 2 in Andalusia, 2 in Asturias, 4 in Castile-La Mancha, and 1 in La Rioja, under the coordination of GAIA. All of these are use cases of industrial innovation utilizing quantum technology applied to strategic productive sectors such as manufacturing, defense, aerospace, logistics, energy, finance, telecommunications, cybersecurity, artificial intelligence, healthcare, and biotechnology, among others.
Among the developments already underway, the following stand out: solutions aimed at optimizing supply chains, developing quantum sensors for industrial environments, quantum management of urban traffic, the optimization of communications and power grids, quantum drug discovery, ground-to-space quantum links-space quantum entanglement, pharmacological response prediction, port energy management systems, quantum processing of satellite images, quantum financial optimization, intelligent defense systems for asymmetric warfare, and the detection of specific proteins, among many others.
In addition to developing these innovative applications, the project includes assessing their impact, launching training programs, preparing reports, and providing training in quantum technologies, as well as outreach activities and monitoring of the results. In this regard, all the communities will support the project by implementing and disseminating some of its results.
As part of the project, training sessions have already begun for professionals and companies that are starting to work with quantum technologies.
Furthermore, as part of the project, the current competencies and capabilities of the autonomous communities in developing their own quantum ecosystem will be analyzed, with the aim of identifying opportunities and areas for improvement.
Background
On April 15 of last year, the Council of Ministers approved Spain’s Quantum Technologies Strategy 2025–2030, with the goal of making Spain and its quantum ecosystem a European and international leader by 2030. Within this framework, Red.es took on “Priority 1, Initiative 1.1: Use Cases for Applied Industrial Innovation,” launching a General Call for Proposals in September 2025, in which the proposal involving CIDATUM was selected.
The alliance is composed of the Innovative Business Association for the Technology, Digitalization, and Digital Economy Sectors of La Rioja (CIDATUM); the Asturias Information and Communication Technologies Cluster (Clúster TIC Asturias); the Spanish Confederation of Information Technology, Communications, and Electronics Companies (CONETIC); the Innovative Business Association of Cybersecurity Companies (CYBERLUR); the Spanish Association of the Science Industry (INEUSTAR); the Association for Research and Technological Development of Industry in Castilla-La Mancha (ITECAM); and the Cluster of Digital, Sustainable, and Innovative Industries (OnTech INNOVATION), coordinated by GAIA.
The agreement signed between the public-private partnership and Red.es has a total budget of 4,655,000 euros, 80% of which comes from Next Generation EU funds and the remaining 20% from contributions by the participating entities. The initiative is part of Spain’s Quantum Technologies Strategy 2025–2030 and will remain in effect until March 31, 2027.
